To view a copy of the updated by-law, The Region of Waterloo's Commissioner of Transportation and Environmental Services announced the Water Conservation By-law will be in effect from May 31 to September 30, 2008.

As per by-law 07-069 and amendments, residents are restricted to once per week lawn watering between the hours of 5:30 a.m. and 10:00 a.m. and 7:00 p.m. and 11:00 p.m.

Time Restrictions for ALL watering: 5:30 - 10:00 a.m. and 7:00 - 11:00 p.m.

Please be aware that the following rules also apply under the Water Conservation By-law:
  • Residents are permitted to irrigate gardens, trees, shrubs and other outdoor plants on alternate days. Municipal addresses ending in even numbers are permitted to water gardens, etc. on even-numbered dates of the month and odd addresses may water gardens on odd-numbered dates within the time restrictions.
  • The washing of cars with a controlled hose (with a shutoff valve attached) will be permitted on alternate days within the time restrictions.
  • Topping-up of permanent residential pools is allowed on alternate days within the time restrictions.
  • Residents with new sod and seed must obtain a sign from the Region by calling 519-575-4495. This sign entitles watering any time for the first 24 hours after planting, watering during the time restrictions for each of the following six days and then watering during the time restrictions on alternate days from day 8 through day 14 after planting.
  • Residents may apply for a change in their watering day. Applications will not be accepted until May 1, 2008 and a limited number of permits will be available on a first come, first served basis. There is no waiting list. A $10 administrative fee will be applied for each permit and a sticker will be issued which must be displayed in the front door or window of the property. The permit will only be valid for 2008. Applications can be picked up or dropped off at the following locations:

The rules regarding the watering of lawns will remain unchanged and will continue to be allowed only once per week on the current permitted day.

Watering

Watering with a watering can is permitted on any day.
Stage 2 offences include:

  • Watering lawn, newly planted sod/seed or treated lawn during improper day/time
  • Watering trees, shrubs, flowers/gardens with hose or irrigation system during improper day/time
  • Washing vehicle during improper day/time
  • Permitting water to pool or run off lawn or garden
  • Washing street, driveway, walkway or building with hose or irrigation system
  • Wasting water
